Distinguish a store page that cannot load, a download that never starts and an installation error after transfer. Google troubleshooting includes connectivity, storage, updates and device time, so an exit IP is not the only possible cause.
Run a controlled A/B comparison
- Record OS, Play version, local network, route and full error with account details hidden.
- Check storage and device time, then review the store’s download-network preference and existing queue without changing several settings at once.
- Choose an available free small app and keep phone, account and local network fixed. Observe whether route A completes an actual download and installation.
- Change only to route B and compare. Check storage and data costs before a larger test.
- Keep times, routes and failing stages. If every route fails, continue device/store troubleshooting rather than declaring an IP ban.
A network probe is not a Play download
Ping, TCP443 and HTTPS each test a particular destination and protocol stage. A Google page loading does not prove the app distribution path or installation works. Different route results narrow the investigation toward connectivity or exit conditions, but do not prove a targeted Google IP restriction.
Try reversible checks before account changes
