Inspect the active network property
Microsoft explains that metered connections may limit downloads and sync and provides Wi-Fi and Ethernet controls. It does not change the plan itself or act as a Yunbao speed-limit switch. Ask the administrator about managed settings.
Review policy before a small comparison
- Record the waiting message, active network and VPN route and avoid interrupting an important submission.
- Open the active Wi-Fi or Ethernet properties in Windows Network & internet and inspect metered status without editing other adapters.
- For capped or charged data, keep limits and choose a suitable network for large downloads instead of removing limits for a speed test.
- Only with an acceptable data budget and rollback plan, temporarily adjust that network and compare a small task, then restore desired limits.
- If the issue remains, record the app error and time rather than resetting networking, DNS and routes together.
A waiting state is not a speed measurement
Recovery after changing metered status indicates an effect on that task, not a verified route-throughput or service-availability result. Report network type, metered status and the message with account and order details redacted.
